Pursuant to the California Public Records Act, I hereby request the following records:
1. The list of Twitter accounts that Oakland Mayor Libby Schaff's official account (@LibbySchaaf) has blocked. This can be gathered by going to "Settings and privacy" (https://twitter.com/settings/account) then the left menu's "Blocked accounts."
2. The list of Twitter accounts that Oakland Police Departments' official account (@oaklandpoliceca) has blocked. This can be gathered by going to "Settings and privacy" (https://twitter.com/settings/account) then the left menu's "Blocked accounts."
3. A list of the Twitter accounts that Libby Schaff (@LibbySchaaf) directly messaged between June 4, 2018, and June 11, 2018. To emphasize, this is simply for a list of accounts, not for all Twitter messages themselves in that time. This can be found by clicking the message icon.
Both Mayor Schaaf and OPD use their Twitter accounts as official means of communication, and thus are subject to disclosure under the California Public Records Act. For example, Schaaf has tweeted messages to Donald Trump directly (https://twitter.com/LibbySchaaf/status/903405722985041920) and tweeted about ICE operations in the Bay Area (https://twitter.com/libbyschaaf/status/968692503082811392?lang=en). OPD uses its Twitter account regularly to give warnings and advice to the public, for example, to notify them about routes impacted by traffic (https://twitter.com/oaklandpoliceca/status/1006029185536557056).
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.
