Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:
I want a list of all contracts awarded from January 2019 to the present by the Virginia Port Authority or its non-profit company Virginia International Terminals. I would like for the list to include the date of the award, the name of the awardee, and the description of services to be provided.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

This office is in receipt of your request for records made Nov. 1, 2023, in accordance with the Virginia Freedom of Information Act (§ 2.2-3700 et seq.).
Please be advised that it is practically impossible to provide the requested records or determine whether they are available within the five work days required by FOIA because of the volume of the records being requested. Therefore, we are invoking subsection B 4 of § 2.2-3704 to provide us with an additional seven work days
Finally, because your email address is somewhat out-of-the-ordinary, your FOIA request(s) of Oct. 25 and Nov. 1, were caught in our email filter; your request of Nov. 1 was found by mistake. In the future, you may want to consider mailing your request for records.

Relative to your request, it is important to understand that the Virginia Port Authority does not keep a comprehensive list of contracts, so the attached record is "custom-made" to meet your request. Virginia FOIA states that if a record does not exist then a record does not need to be created to satisfy a request for records made accordance with Virginia FOIA (§ 2.2-3700 et seq.). This said, next time please be very specific as to the contract for which you are seeking information.
