Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

all information, documents, records, and communications within the NYPD (New York Police Department) about the NYPD's International Liaison Program (ILP), on all matters: operations, public relations efforts, policies, personnel, financial records, donations, tax records, interactions with foreign governments, interactions with universities and their trustees, e.g. Columbia University and Mark Kingdon, requests for video tapes from ILP stations in France (Paris and/or Lyon) to individuals at Columbia University, etc. I would like copies of all emails, phone logs/transcripts, letters, notes, memoranda, and all electronic or non-electronic communications/records/information.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
