Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

I would like all electronic or written communications between Gerald Koszer, or anyone else in the New York City Department of Finance (DoF) FOIL department, and any staff of DoF's IT department regarding my (John Krauss's) FOIL request dated April 10, 2015, in particular with regards to the establishment of the cost for said FOIL request being 1000 hours of work at $50.36 per hour over six months.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

In response to your June 20, 2015 Freedom of Information Law (FOIL) request, please see the following:

The 10 hours that were provided as an estimate for the programming to extract the Property Tax Bill PDFs is for the development of procedures to extract the PDFs that currently reside on a relational database that runs under the AIX operating system. The product used to store the PDF files does not have an automated bulk extraction facility; it requires intimate knowledge of the relational tables and the ability to manipulate the data through the use of SQL commands and AIX shell scripts.

Once it has been determined which tables to use to extract the data, the data has to be staged on the AIX server for further processing through the FTP protocol, in order to move the data from the AIX server to a Windows operating system workstation. The next and last step is to move the PDF files which have been compressed or zip by date ranges to the portable drive. Compressing the data by date ranges enables easy access for the end user who will eventually load the data into their choice of relational database if they choose to select that option.

Property Count:
950 hours to extract from the database to the local AIX filesystem
25 hours to copy from AIX filesystem to portable hard drive.

There is approximately 630 GBs of data and it will take 90 min/1GB to extract from the database to the local AIX filesystem and 2 minutes to copy from AIX file system to portable hard drive.

Revised Notice of Property Value:

11 hours to extract from the database to the local AIX filesystem
8 hours to copy from AIX filesystem to portable hard drive

There is approximately 7.5 Gbs of data and it will take 90 min/1GB to extract from the database to the local AIX filesystem and 2 minutes to copy from AIX filesystem to portable hard drive

Total extraction and copying time in hours = 1,000 Hrs

Hourly Salary = $50.36 per hour.
