Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

All emails and corresponding attachments sent to (to:, cc: or bcc:) or from Christine C. Quinn (or any person who communicates on her behalf) where the email contains any of the following keywords in the subject or body: "plastic bag", "ban on plastic", "hilex", "American Chemistry Council", "ACC", "bagtheban", "Progressive Bag Affiliates", 'superbag' and 'bazbaz' or "PBA". Limit responsive emails to those sent between 06/20/2007 and 06/20/2008. If she does not use email, expand the search to all methods of communication which she does use.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Dear Mr. Hill:

I am writing in response to the Freedom of Information Law (FOIL) request you sent to the Council of the City of New York on the above date. You have requested all email correspondences including Speaker Christine Quinn between June 20, 2007 and June 20, 2008 containing several keywords in relation to plastic bags.

After reviewing the Speaker’s emails, no documents responsive to your request were found. To that end your request is denied. If you wish to appeal this decision you may do so in writing, within thirty days, to Lauren Axelrod, FOIL Appeals Officer, 15th Floor, 250 Broadway, New York , New York 10007.
