Pursuant to the New York Freedom of Information Law, I hereby request the following records:

Any and all mugshots or booking photos of Felix Sater taken in 1991. According to numerous press reports and profiles, Mr. Sater was arrested in 1991 for stabbing a man in the face with the stem of a margarita glass while drinking at a midtown Manhattan bar called El Rio Grande.

Mr. Sater was booked under either the name "Haim Felix Sater" or "Felix Henry Sater." A 2007 profile in the New York Times described a name change to "Felix Henry Sater" in the early 1990s.

A Google search for "Felix Sater 1991 arrest" brings returns thousands of related articles - but not images of the mugshot or booking photos. In 2006, the New York Committee on Open Government issued an advisory opinion regarding releasing mugshots via FOIA. This committee stated, "In sum, unless cases against individuals charged are considered to have been terminated in their favor, in which instances the mugshots would be sealed, we believe that mugshots maintained by New York State or local agencies must be disclosed pursuant to the Freedom of Information Law."
