Pursuant to the New York Freedom of Information Law, I hereby request the following records:

All materials related to NYSERDA and the City's joint research on the future market of RECs.

This research was referenced in "Getting 97 Done", a September 2023 document released by MOCJ that said: "In partnership with NYSERDA, the City reviewed research on the future market for RECs, including the costs and availability of Tier 4 RECs from the Champlain Hudson Power Express and Clean Path NY renewable energy projects. This research indicated that the price of RECs is expected to be close to or higher than the costs of paying LL97 penalties."
