All emails sent to, received from or copied with any of the domains "lansingtown.com", "cornell.edu", "ithaca.edu", or "tompkins-co.org" between the January 1, 2019 and the receipt of this request.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Mr. Golden,
This shall serve as a response to your Freedom of Information Law [FOIL] request received by the Power Authority on May 29, 2019, wherein you requested information "All emails sent to, received from or copied with any of the domains 'lansingtown.com', 'cornell.edu', 'ithaca.edu', or 'tompkins-co.org' between the January 1, 2019 and the receipt of this request".

As worded, your request is broad and overly vague and fails to reasonably describe the records requested. See Public Officer's Law § 89(3). In a good faith attempt to discern what records you are requesting, the Power Authority has interpreted your request as a request for emails "sent to, received from or copied with" any of the identified domains regarding the Cayuga Power Plant between January 1, 2019 and the date of the request. Your request has been granted and the responsive document is attached.

To the extent that you view this as a denial of your request, you have thirty (30) days to take a written appeal of this determination (Pursuant to Public Officers Law § 89[4][a]). Appeals from denials of Freedom of Information Law requests may be filed with Mr. Justin Driscoll, General Counsel, New York Power Authority, 123 Main Street, White Plains, New York 10601 within 30 days of this response. Please refer to 21 NYCRR Part 453 for the Authority's regulations governing such appeals.
