Pursuant to the Connecticut Freedom of Information Act, I hereby request the following records:

1. the total number of use of force incidents, separated by year and by type of force used from 2016-2019 (for example, "27 taser incidents in 2016, 3 baton incidents in 2017, etc.)
2. the total number of civilian complaints alleging any form of law enforcement misconduct that were reported and the total number sustained, separated by year (for example, 8 complaints in 2016, 2 complaints sustained in 2017, 4 complaints in 2018, 1 complaint sustained in 2019, etc.)
3. the total number of civilian complaints alleging law enforcement use of excessive force that were reported and the total number sustained from 2016-2019, separated by year
4. the total number of civilian complaints alleging biased policing or racial profiling that were reported and the total number sustained from 2016-2019, separated by year

I also request that, if possible and pursuant to Conn. Gen. Stat. ยง 1-212(d), fees be waived as I believe this request is in the public interest and not made for commercial gain. The requested documents will be processed by a representative of the news media/press and made available to the public at MuckRock.com.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

Your July 29, 2020 FOIA request to the New Britain Police Department has been referred to our office. As I stated in my e-mails to you in connection with your prior request, we are still waiting for payment of $ 429.00 for the prior request. It took the Records Division many hours to gather the records which were the subject of your July 12, 2019 request and we are not going to go through the same procedure for your current request unless you pay the required fee for the first request. Your request for a waiver of fees in the earlier request was denied and our position regarding pre-payment for this request also applies.

Please confirm receipt and let me know when we can expect payment of the $ 429.00 regarding the first request.

Good Morning:

Not sure why you keep asking the City when we are going to respond to your FOIA case while at the same time ignoring my e-mails to you. The Records Division spent hours compiling the records which were the subject of your earlier FOIA request and those records have not been released because you have not pre-paid the $ 429.00. We are not going to go through the same procedure again, expend countless hours to locate and copy the documents then send you the bill and be in the same position we are now in.
