Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, ยง10, I hereby request the following records:

Requests, emails , or other written communication to the Department of Homeland Security for the purpose of having Federal Law Enforcement Training Centers (FLETC) programs held in their own jurisdictions. According to the FLETC website, they export programs to state and local police departments tuition-free. The following link is the page in which this is explained. https://www.fletc.gov/registration

The names of all officers in your department who have received training from Federal Law Enforcement Training Centers between 1/1/12 and the date this request was processed. In case your department does not keep such a list, I would like a copy of any forms or applications submitted by officers for training with or expenses related to Federal Law Enforcement Training Centers between 1/1/12 and the date this request is processed.

The following is a list of FLETC courses I would like searched for:
-Active Shooter Threat Training Program
-Advanced Instruction for Marksmanship
-All Terrain Vehicle Training Program
-Advanced Pistol Training Program
-Continuing Legal Education Training Program-Uniformed Police
-Covert Electronic Tracking Program
-Internet Investigations Training Program
-Introduction to Digital Evidence Analysis
-Mobile Device Investigations Program
-Use of Force Instructor Training Program
-Land Transportation Antiterrorism Training Program

If the forms, applications, or requests do not specify which courses are going to be attended than just include any FLETC courses.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. Dear Mr. Waltman:

This is in response to your request for records pursuant to the provisions of M.G.L. c. 66, section 10 (the "Public Records Law") dated January 22, 2017. Under the Public Records Law, the City is entitled to payment for the costs of searching for and reproducing records in excess of two hours. A good faith estimate is outlined below.

The Police Department's database does not usually identify specific vendors concerning training for each officer. Typically, only the subject matter and date is entered. In order to gather that information it would be necessary to review each officer's personnel file to locate any training certificates on file from FLETC with the New Bedford Police Department. There are 253 police officers currently employed in the New Bedford Police Department. It would take approximately 15 minutes to review, copy/scan and file away each police officer's personnel file.

253 officers x 15 minutes each = 63.25 hours - 2 hours at no charge = 61.25 hours.

61.25 hours x $20.79 = $1,273.39.

Kindly forward a check or money order made payable to the City of New Bedford to my attention in the amount of $1,273.39 for the above-referenced charges. Upon receipt of the check we will provide you with the documents in response to your request in a timely manner pursuant to the Public Records Law.
