Pursuant to the Nevada Public Records Act, I hereby request the following records:
Confirmation of previous or current enrollment of the following individuals at any university in the Nevada System of Higher Education: Tyler Blaze Winters, Lucas Cuellar and Alec Edward Donovan.
These individuals were charged in December surrounding the deaths of two UNR students. Please see the attached article from the RGJ:

If there are enrollment records of the individuals, I request the start and end date of their enrollment.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Review of your request is underway.
As a point of clarification, is your request limited to universities within the Nevada System of Higher Education (i.e., UNR and UNLV), or does it include all of our teaching institutions, which includes a state college and four community colleges?
Also, we may or may not have records responsive to your request, which can be reasonably construed as a general request for information rather than a public records request under the Nevada Public Records Act. See NRS Chapter 239. That said, I will do my best to get you the records you have requested, or in the alternative, point you in the right direction to get the information you need.
Consistent with Nevada law, you will hear from me again no later than the “fifth business day after” you made your request. NRS 239.0107(1).

This email serves as NSHE’s “fifth business day” response to your public records request (PRR) made March 2, 2020. See NRS 239.0107(1).
We are unable to make available the public records you are seeking by the end of the fifth business day after your request (which is today), but we should be able to fill your request by Friday, April 17, 2020 at 5:00 p.m., if not sooner. See NRS 239.0107(1)(c).

NSHE has no enrollment records for Alec Donovan or Lucas Cuellar responsive to your request.
NSHE (particularly UNR) has enrollment records for multiple students with the name “Tyler Winters.” Without additional information to disambiguate and identify the specific “Tyler Winters” you are referring to, NSHE is unable to provide any records responsive to your request that pertain to that individual. NRS 239.0107(1). As a consequence, we will close this request.
If and when you provide such additional information, we will be more than happy to re-open your request and process it in accordance with Nevada law.
