Therefore, I hereby request the following records:

1) All agreements/contracts between the University Student Affairs, Starship, and/or Aramark regarding the use and policies of the Delivery Robots, or regarding Personal Delivery Devices.
2) All communication between the University Student Affairs and Starship regarding the Personal Delivery Devices/Delivery Robots.
3) All communication between the University Student Affairs and Aramark regarding the Personal Delivery Devices/Delivery Robots.

Please search between August 1, 2023 and the time this request is processed.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

RE: PUBLIC RECORDS REQUEST updated 03/19/2024, Request # R001728-031824 Dear Skylar Ferguson, Clarification on the following item(s) is required for us to continue processing your request. The University’s obligation is to produce public records for inspection or copying upon receipt of a request that “is sufficient to identify the record.”  Nevada Administrative Code (NAC) 239.863(c).  In addressing this issue, courts have held that “agencies are required to disclose only ‘identifiable’ governmental records not otherwise exempt;” “the request to the agency must itself be focused and specific.” Rogers v. Superior Court, 19 Cal.App.4th 469, 481 (1993). “Wholesale requests for general information to be analyzed, collected and compiled by the responding government entity are not encompassed therein.” Hodai v. City of Tucson, C20141225 (Ariz. Super. Ct. 2014) citing mag Entertainment LLC v. Div. of Alcohol Beverages Control, 868 A.2d 1067. 1076 (N.J. Sup. Ct., App. Div. 2005).  A government agency is not required to respond to an overly broad request that does not seek specific records.  Id. at 1074, citing Capitol Info. Assoc. v. Ann Arbor Police, 360 N.W.2d 262, 263 (1985).
Your request for: Here, your request does not reasonably describe a public record in a manner that is sufficient to identify the record sought, as required by Nevada law.  Instead, it seeks to persons with an entire division.  This request requires a search through thousands of university records in order to produce record all communication" without specifying the type of communication, s that respond to the overly broad and/or unclear request.  The resources required to comply with your request, as written, are unfeasible.  It is not possible to estimate the amount of time needed for research, review, and redacting confidential information, as required by law.  Nevada Revised Statutes (NRS) 239.010 and Donrey of NV v. Bradshaw, 106 Nev. 630, 798 P.2d 144 (1990).

* As previously stated, the University does not have an agreement with Starship. Aramark has a contract with Grubhub and Grubhub has an agreement with Starship.
