Pursuant to the Nevada Public Records Act, I hereby request the following records:

1. Any policy, guidance, handbook, manual, or standard contract concerning the institution’s interactions or relationship with members of the news media, reporters, or journalists, including student journalists.

2. Any policy, guidance, handbook, or manual concerning the interactions or communications of institutional employees, including faculty, administrators, staff, and student employees, with the news media, reporters, or journalists, including student journalists.

Please note that this request does not seek a search of faculty or student email accounts or records. These requests should in no way be construed to include a review or search of email accounts, websites, or other forms of data or document retention which are controlled by students, alumni, or faculty members, nor by governmental or advisory bodies controlled by the same, except insofar as any such individuals also serve in an administrative capacity and the records were created or are held by the individual in that capacity. Any search should be limited to documents held by the administration and/or its staff members, including records created or maintained by persons acting in the capacity of administrators or staff members.

This request is made on behalf of the Foundation for Individual Rights and Expression, a nonprofit and nonpartisan organization that aims to defend and sustain the individual rights of all Americans to free speech and free thought. This request concerns a matter of public interest. The records are sought for the purpose of researching and educating the public about policies affecting student journalists' ability to engage in news gathering and reporting on college and university campuses.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

In order to make sure that all information provided to the media is accurate and consistent, staff members are asked to refer all media requests to the Director of Residential Life. The Director will decide who is best able to speak to the questions being asked and arrange for the reporter to meet with the staff member. The staff member will be notified to meet with them. If the staff member has not received such notification, then there has been no referral or approval. It is important that all staff members understand that it is impossible to give a personal opinion in the context of a role as a UNLV Housing and Residential Life staff member. Media representatives do not separate personal opinion from a role and therefore personal statements are likely to be represented as “official” statements on behalf of the Department. It can be very difficult to undo impressions created by this type of reporting. Responding to Uninvited Media in the Halls Occasionally, media will enter the residence halls to seek interviews or film footage. Media personnel are required to have permission from, and/or be escorted by, media relations or the Director of Residential Life. If media is observed in the residence halls, staff should notify the Coordinator On-Call or HRL, and then respond to that location and try to find the reporters. If staff locates the media, they should determine if the media members are being escorted. If not, staff should explain that the residence halls are not public access facilities and that guests are not permitted to be in the buildings without a University escort. Ask them to contact Media Relations to make arrangements. Escort the media out of the building. Report the confrontation to one’s Coordinator. The areas around the Residence halls are considered part of state property and therefore the media has the right to be outside of the buildings. If media are observed outside one of the buildings, approach them, introduce oneself, and inquire as to why they are here and if they need assistance. Notify the Coordinator On-Call or the Director of Residential Life of their presence and any information concerning why they are here.
