To Whom It May Concern:

Pursuant to the Nebraska Public Records Act, I hereby request the following records:

I am requesting copies of public records regarding the public funding of commercial drivers' license training programs from 01/01/2018 to 12/31/2022. These programs are designed to prepare students to meet the qualifications to become a qualified entry-level commercial truck driver. Funds for these programs were made available through the Workforce Innovation and Opportunity Act.

Specifically, I request information regarding the following:
- Budget documents for the full date range noted above, including planning documents, proposals, and research reports
- Spending reports
- Communications, including internal emails, press releases, and meeting notes and transcripts, that include the phrase "commercial drivers' license"

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 4 business days, as the statute requires.

The Nebraska Department of Transportation did not receive funds from the Workforce Innovation and Opportunity Act for commercial driver’s license training programs and, therefore, has no responsive records pertaining to that matter.”
The clause “pertaining to that matter” is the most obtuse way I could think of to communicate that the inquiry was limited to the Workforce Innovation and Opportunity Act and it does not foreclose the possibility that there were CDL programs funded by other sources. (In case a they submit a follow up inquiry about other funding sources.)
