Pursuant to the Freedom of Information Act, I hereby request the following records:

I would like copies of Army contract DA-49-193-MD-2439 and associated progress reports. The principal investigator on the project is Daniel E. Sonenshine at Old Dominion College/University in Norfolk, Virginia.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Reference the below e-mails.

We apologize that this action was apparently not being properly tracked.
Our command's longtime FOIA Officer retired and we are diligently working to
process several older FOIA actions.

We have created a FOIA case for your request. The case numbers are
FP-19-012082/FA-19-0053.

The "Federal Procurement Data System - Next Generation" data base I use to
research contract actions only goes back to 1978. Therefore, I cannot
conduct an electronic search of Army contracts for the requested contract.

I could only find the contract number referenced in an article from a
publication called the "Chesapeake Science" dated September 1974. The
article, titled "A Striped Skunk Population in Virginia 1963-69, states
"Supported in part by contracts DA-49-193-MD-2439 with the U.S. Army Medical
Research and Development Command, Washington, D.C.; AT(40-1) 3514 with the
Division of Biology and Medicine, U.S. Atomic Energy Commission, Washington,
D.C,; and AI06666 with the National Institute of Allergy and Infectious
Diseases, U.S. Public Health Service, Washington, D.C.".

I also contacted the U.S. Army Medical Research and Development Command and
they stated, because of the age of the contract, it is most likely
destroyed.

It is my educated opinion that it is extremely doubtful there are any Army
contract documents remaining from the timeframe the contract was apparently
awarded. The Federal Acquisition Regulation 4.805 entitled "Storage,
Handling, and Disposal of Contract Files" provides the guidance for the
timely disposal of contracts and associated documents after closeout. The
retention period for contracts is six year after final payment.

If you have more specific information that you believe would help locate
this contract please provide it to me no later than 5pm, 14 March 2019. If
I do not hear from you after that time I will close your case. However, you
may submit a new FOIA Request at any time when you obtain additional
information.
