To whom it may concern:

This is a request under the Freedom of Information Act. I hereby request the following records:

The Official Military Personnel File (OMPF) including all Fitness Report and Counseling forms (NAVPERS Form 1610/2), the most recent Cumulative Record Of Training (NAVPERS Form 5300/16), the Background Summary (NAVPERS Form 1640/32), Officer Personnel Action Requests (NAVPERS Form 1301/85) and Form DD-214, for Ryan Zinke.

Zinke is a candidate for public office in Montana and claims to have served from 1985 to 2008 in the United States Navy, achieving the rank of Commander, and among other things to having served overseas. (See here http://www.ryanzinke.com/ryan/ and here for more information on subject of the request's claims and candidacy for public office http://missoulian.com/news/state-and-regional/republican-zinke-reports-raising-k-for-montana-s-u-s/article_9027deec-78d3-11e3-82aa-0019bb2963f4.html )

Because Zinke is seeking election in the coming months there is an urgency to inform the public about the veracity of Zinke's claims to alleged government activity. Please respond with an estimation of the amount of time it will take to process the request.

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

Sincerely,

Troy Carter
