Dear Mr. Donovan, I am the FOIA Specialist assigned to your FOIA request. Please accept my apologies for not sending a follow-up clarification letter sooner regarding your request. I did inquire to the Bureau I believed would be the most appropriate to assign your request. However, the Bureau of Industry and Security replied that BIS primarily deals with U.S. companies and not foreign individuals.

Please provide clarification specifically (1) a time frame, and (2) the Bureau within the Department of Commerce that you believe would have the responsive documents. Please go to our website to view the Bureaus within the Department. https://www.commerce.gov/ . Thank-you.
