Dear Mr. Donovan, I am the FOIA Specialist assigned to your FOIA request. Please accept my apologies for not sending a follow-up clarification letter sooner regarding your request. I did inquire to the Bureau I believed would be the most appropriate to assign your request. However, the Bureau of Industry and Security replied that BIS primarily deals with U.S. companies and not foreign individuals.
