Pursuant to the Freedom of Information Act, I hereby request the following records:

All Department of State records mentioning or referencing Adnan Khashoggi (in Arabic: عدنان خاشقجي) a foreign national, who was extradited to the U.S. in 1989. His name is sometimes rendered as "Adnan Mohamad Khashoggi" or "Adnan M. Khashoggi." He is listed on Wikipedia as having the date of birth July 25, 1935. Adnan Khashoggi is widely reported to have died in 2017 in London, England (see attached article from the NY Times); records concerning him as a subject should thus be assumed free from FOIA Exemption 6, 7(C) and the Privacy Act.

Please conduct a search of all Department of State systems of records for both main-file records and cross-reference records for all relevant names, agencies and companies. Systems of records of interest to a search include (not exclusively):

If any potentially responsive records have been destroyed and/or transferred to NARA, then I request copies of the destruction or transfer slips as well as any other documentation relating to, mentioning or describing said transfer or destruction, to include but not be limited to confirmation that Department of State has no other copies of said records.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

On September 17, 2019, I submitted the below request ("All Department of State records mentioning or referencing Adnan Khashoggi ") under the Freedom of Information Act

Despite my correspondence, I have received no acknowledgement of my request and it has not been given a final determination nor have I been furnished an estimated completion date.

As twenty working days have elapsed without a substantive determination, I am appealing the constructive denial of my request, and asking for a determination that the agency must respond to my request, providing the documents or outlining reasons that they are exempt.
