Pursuant to the California Public Records Act, I hereby request the following records:

- Any course materials (including but not limited to course guides, syllabi, handouts, Powerpoints, slide shows, presentations, audio recordings, video recordings, and homework assignments) used for the class "The Evolution of Radical Islam," taught by Officer Abe Ashabi of Embassy Consulting Services.

- The contract awarded to Embassy Consulting Services to teach this class.

This class was taught in partnership with the Tustin Police Department on May 11, 2017 and May 29, 2018, and may have been taught on other dates as well.

I request that I be properly classified as a news media requester. I am a reporter for the National Interest, and I am requesting this information in that editorial capacity.

The National Interest is widely recognized for its reporting, publishing regular features on issues of public interest and importance. Good evening Mr. Petti:

The Tustin Police Department received your request seeking information regarding the course material for a training held in partnership with the Tustin Police Department. This letter shall serve as the Department's Notice of Extension pursuant to the California Public Records Act (the "Act") (Government Code §6250 et seq.).

Generally, the Department must make its determination on your public records request within ten (10) days of the receipt of the request, (Government Code §6253). However, the time limit to make this determination under the Act shall be extended by fourteen (14) days for the following reason:

* The Department is in the process of evaluating the request and compiling records to determine whether the request, in whole or in part, seeks copies of non-exempt, non-privileged records that are in the Department's possession, and will require additional time to complete the review of the responsive records for this request.
* The need for consultation, which shall be conducted with all practicable speed, with another agency having substantial interest in the determination of the request or among two or more components of the agency having substantial subject matter interest therein.

Accordingly, the Department will send its written determination as to whether your request seeks copies of disclosable, non-exempt and non-privileged public records in the possession of the Department on or before August 3, 2020.

Thank you for your prompt response. I appreciate your help finding these records.

I recent came across another course called "Middle East, Terrorism, and the Threats to U.S. Law Enforcement," also taught by Officer Abe Ashabi of Embassy Consulting Services in partnership with the Tustin Police Department on 7 May 2020.

I would also like to file another request for any and all course materials (including but not limited to course guides, syllabi, handouts, Powerpoints, slide shows, presentations, audio recordings, video recordings, and homework assignments) associated with the above-referenced class, and the contract with Embassy Consulting Services to teach that class.

Would it be more convenient for you to file this as a separate request or add it to my previous request? If you'd like to discuss further by phone, I am happy to give you a call as well.

This response shall serve as the Tustin Police Department's ("Department") notice of determination as to whether your recent request for records seeks copies of non-exempt, non-privileged, disclosable public records in the Department's possession. The Department used reasonable efforts to locate responsive, or potentially responsive documents that are responsive to the various categories identified in your request. The Department responds to your request as follows:

After a reasonable search and inquiry, the Department has not located any records within its possession which are responsive to this portion of your Request, as the Tustin Police Department only served as a hosting agency location for the trainings.
