Pursuant to the DC Freedom of Information Act, I hereby request the following records:

I would like to obtain all emails sent to, from, or copied to Phil Mendelson from January 1, 2015 to Present day containing any of the following non-case-sensitive key-strings: "EB-5", "EB5", "Regional Center", or "USCIS".

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 15 business days, as the statute requires.

Hi Taylor,

You made an identical request last year and we ran the search, the return was thousands of pages, with most coming as a result of the terms "EB-5", "regional center", and "USCIS" picking up mass mailings (think e-newsletters) and junk mail. I followed up with you about narrowing the search and never heard back, so I tolled it and eventually closed it. I am happy to run a search, but would it be possible to eliminate mass mailings-say, limit the request to emails where Chairman Mendelson, his staff, or staff of the Council was the primary intended recipient-and require only one copy of identical attachments?
