All emails sent to, from, or copied to Pete Buttigieg from January 1, 2019 to June 1, 2019 containing any of the following non-case-sensitive key-strings: "EB-5", "USCIS", " AOC ", "Whistleblower", "Clinton", or "POTUS"
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I am attaching the letter I originally sent to you on August 5, 2019 regarding this request. As I explained in this letter, your request for email correspondence does not specify any senders or recipients that Mayor Pete Buttigieg would have exchanged e-mails with. In order for a request for e-mails to be considered “reasonably particular” under Indiana public access laws, your request must identify, at a minimum, a named sender, a named recipient, a time frame of six months or less, and a finite subject matter or precise set of key words. As I explained in my letter, these reasonable particularity guidelines exist to help save the limited time and resources available to public agencies in having to procure massive sets of records.
Because your request does not specify any senders or recipients by name or position title that Mayor Pete Buttigieg would have exchanged e-mails with, your request is not considered “reasonably particular” under Indiana public access laws. In order for the City to perform a search for this request, you will need to amend your request to include specific senders or recipients that Mayor Buttigieg would have been corresponding with, which must include specific individual names and/or position titles.

Here a set of directions on how to find the records.
1.) Open email client;
2.) Open the government inbox of Pete Buttigieg;
3.) Find the search box;
4.) Input and press enter for the following key-strings: "EB-5", "USCIS", " AOC ", "Whistleblower", "Clinton", or "POTUS"
5.) Convert results to PDF.
These five steps "precisely" describe the records that I am seeking and it is reasonable that the majority of government employees know how to use email.
In the event that this is not possible, please provide instructions for an appeal process.
