I would like to obtain that last 200 pages of emails sent to, from, or copied to OPMExecsec@opm.gov containing the non-case-sensitive text "Mulvaney".

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 20 business days, as the statute requires.

I would like to appeal the arbitrary decision that this request "does not adequately describe the records sought."

In fact, the request precisely defines the records requested, to claim otherwise would mean all staff at the Office of Personnel Management do not know how to use email search and furthermore do not know how to convert an email into PDF format.

However, should it be helpful, the following information is provided, however, 6+ other federal agencies have granted requests that are mechanically equivalent to my request, especially considering that 'page' is precisely defined in FOIA law.

You may start with the most recent email (as of the time you receive this request). Convert this email to PDF and then proceed to the immediately prior email until 200 pages of emails have been produced. You may ignore spam, junk mail, or newsletters.
