Pursuant to the Government Records Access and Management Act, I hereby request the following records:
1) A copy of the database documenting all cases initiated through the Utah courts' online dispute resolution (ODR) system from the system's inception until the date this request is processed. This should include data fields such as:
- Filing date
- Disposition
- Plaintiff
- Defendant
- All other available data fields
The Administrative Office of the Courts has previously made such data available for analysis and publication to the National Center for State Courts and researchers from the University of Arizona (see: https://papers.ssrn.com/sol3/papers.cfm?abstract_id=3696105).
I ask that all fees be waived as intend to use the requested records to further public understanding of public agencies and not for any commercial purpose. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.
Should you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.
The requested documents will be made available to the general public, and this request is not being made for commercial purposes.
In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Hello,
Your request does not meet the criteria for a fee waiver per CJA
4-202.08(8) (

and that per (5)(D) of the rule we charge $32 per hour for compiling the
records which would be available under CJA 4-202.02 (
https://www.utcourts.gov/resources/rules/ucja/view.html?title=Rule%204-202.02.%20Records%20classification.&rule=ch04/4-202_02.htm
).
Per CJA 4-202.02 we can include case number, filings date, court location,
disposition, disposition date, party type, and party name in your results
but other data elements will not be available.
We expect it will take 2 analyst hours to query and validate results and
cost $64. If this is acceptable and you would like to proceed please let us
know and we can have an invoice prepared and emailed to you. Once paid we
will then email you the data as an Excel file.

I'm happy to file this as a new request if it's easier for you folks, but I'd like to expand my data request to include the following:
1) A copy of the database documenting all small claims cases brought in Utah justice courts from Sept. 18, 2016 until Sept. 18, 2018, including:
- Case Number
- Filing date
- Location
- Disposition
- Plaintiff
- Defendant
- Party type
Essentially: Data for all small claims cases for the two years prior to the implementation of the ODR system.
