To Whom It May Concern:

Pursuant to Alabama's Public Records Law, I hereby request the following records:

A spreadsheet of Medicaid claims for treatment of Dissociative Identity Disorder (DSM-5 300.14, ICD-10 F44.81).

Please note, although I'm using a website based in Massachusetts to make this request, I myself am a resident of Alabama.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I would request your response within ten (10) business days.

Sincerely,

Connor Sheets

Mr. Anderson,

The Alabama Medicaid Agency (Medicaid) is in receipt of your request for information regarding Medicaid claims for treatment of Dissociative Identity Disorder (DSM-5 300.14, ICD-10 F44.81). As an agency of the State of Alabama, Medicaid is subject to the Alabama Open Records Act, Section 36-12-40 of the Code of Alabama 1975. The Alabama Open Records Act provides every citizen of the State of Alabama with access to the public writings of the State. Based on the address provided in your request, you are not a citizen of the State of Alabama, and therefore, your request for public records is denied.

Dear Mr. Sheets

The Alabama Medicaid Agency (Medicaid) is in receipt of your request for records regarding Medicaid claims for treatment of Dissociative Identity Disorder (DSM-5 300.14, ICD-10 F44.81). As an agency of the State of Alabama, Medicaid is subject to the Alabama Open Records Act, Section 36-12-40 of the Code of Alabama 1975. As you know from prior correspondence, the Alabama Open Records Act provides every citizen of the State of Alabama with access to the public writings of the State, but an out-of-state citizen or entity does not have standing to inspect our public records. See McBurney v. Young, 133 S. Ct. 1709 (2013). Moreover, under Alabama law there is no duty to provide public records where the basis for the request appears to be idle curiosity or of a purely speculative nature. As such, please provide the reason for your request as well as your home or Alabama business address to which you would like any records mailed. Of course, if you would like to review the requested record(s) in person, we would be happy to make them available to you for inspection.

Thank you,

Hi there,

I have no idea who Mr. Sheets is. I have not sent any communication to your office since your prior rejection to my request. Perhaps you meant to respond to a different request.

Thanks,
Evan
