From: Todd Feathers

To Whom It May Concern:

Pursuant to the Arizona Public Records Law, I hereby request the following records:

1) Copies of all invoices submitted to the department by ID.me for identity verification services from the date the department's identity verification contract with ID.me began until the present. According to the department's contract with ID.me, these invoices should include the number of successful identity verifications completed by ID.me during the designated invoice period. If the Department maintains data on successful ID.me verifications during the duration of the contract I will accept the data in lieu of the invoices.

2) Aggregate monthly data, from Jan. 1, 2019 until the date this request is processed, documenting the number of unemployment insurance applications received, approved, and denied. Please note, I am not asking for any personally identifiable information.

I ask that all fees be waived as intend to use the requested records to further public understanding of public agencies and not for any commercial purpose. In the event you choose to impose fees, I request a detailed breakdown of the fees, including the hourly wage of each employee involved and an explanation justifying the employee hours required to fulfill the request.

Should you choose to reject this request or redact portions of responsive documents, I ask that you provide a detailed breakdown of the statutory exemptions and associated case law underlying your decision to withhold each/any portions from public review.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days.

Sincerely,

Todd Feathers

Todd Feathers:

The Arizona Department of Economic Security (DES) received your request for:

1) Copies of all invoices submitted to the department by ID.me for identity
verification services from the date the department's identity verification
contract with ID.me began until the present. According to the department's
contract with ID.me, these invoices should include the number of successful
identity verifications completed by ID.me during the designated invoice
period. If the Department maintains data on successful ID.me verifications
during the duration of the contract I will accept the data in lieu of the
invoices.

2) Aggregate monthly data, from Jan. 1, 2019 until the date this request is
processed, documenting the number of unemployment insurance applications
received, approved, and denied. Please note, I am not asking for any
personally identifiable information.

The DES records and data responsive to your request are attached to this
email. The “Amount Shipped” column on the invoices denotes the number of
successful identity verifications completed by ID.me. The spreadsheet shows
the number of aggregate initial and continued Unemployment Insurance claims
submitted on a weekly basis from the week ending January 5, 2019 through
the week ending March 5, 2022, regardless of the benefit week associated
with a claim. The spreadsheet also shows the number of claimants paid on a
weekly basis from the week ending January 5, 2019 through the week ending
March 5, 2022, regardless of the benefit week for which the claimant was
paid. DES reports the number of initial and continued claims, by week, to
the U.S. Department of Labor, who publishes the data at the following
website:

https://oui.doleta.gov/unemploy/claims.asp

In the event DES has produced any document containing unredacted
confidential or privileged information, DES hereby asserts that such
disclosure was accidental and does not waive any protections afforded under
the law. If you encounter any accidental disclosures, please immediately
delete the document with the unredacted confidential information and inform
DES of the error. DES will return a properly redacted copy to you. If you
have any questions regarding these records, please contact my office at
(602) 774-5147.

Respectfully,
