To Whom It May Concern:

Pursuant to the Arizona Public Records Law, I hereby request the following
records:

[The timeframe for this request is January 1, 2019 until the present]

1) All contracts, statements/scopes of work, memorandums of understanding,
or privacy agreements between the department and Idemia regarding mobile
drivers licenses, digital identity products, or automated driver tests.

2) All successful bidding documents submitted by Idemia a in response to
RFPs for mobile drivers license, digital identity products, or automated
driver tests.

3) All advertising brochures, presentations, marketing communications, or
other promotional material sent to the department by Idemia regarding
mobile drivers license, digital identity products, or automated driver
tests.

I ask that all fees be waived as I intend to use the requested records to
further public understanding of government functions and not for any
commercial purpose. In the event you choose to impose fees, I request a
detailed breakdown of the fees, including the hourly wage of each employee
involved and an explanation justifying the employee hours required to
fulfill the request.

Should you choose to reject this request or redact portions of responsive
documents, I ask that you provide a detailed breakdown of the statutory
exemptions and associated case law underlying your decision to withhold
each/any portions from public review.

The requested documents will be made available to the general public, and
this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform
me of the total charges in advance of fulfilling my request. I would prefer
the request filled electronically, by e-mail attachment if available or
CD-ROM if not.

Currently Idemia (Morpho USA Inc. - Idemia Identity & Security USA LLC) has
the following active contracts with Procurement:

ADOT16-117564 Motor Vehicle Division Driver License Computer Generated
Testing Solution
CTR055076 Tower Cameras and Repairs
CTR046657 Photo Identification Systems, Mobile Identification (mID) Services

The contract documents are available for review on the Arizona Procurement
Portal website https://app.az.gov/. The requester will need to utilize the
"State Contracts" icon on the portal and from the search page enter the
contract number in the "Contract ID" field. They will then be able to see
the list of documents an down load those for review.
