Dear J. Ader:
On behalf of the Office of Emergency Management and Communications (OEMC), I am responding to your Freedom of Information (FOIA) request that our office received on September 24, 2019, wherein you requested the following information:
"All Chicago Police Department Event Query Reports from September 13th 2019 to September 15th, 2019 regarding any/all events at Douglas Park in Chicago."
In response to your request, the OEMC is providing you with the redacted 9-1-1 event queries. Be advised that City of Chicago Employee Identification numbers, phone numbers, addresses and license plate/driver's license numbers have been redacted pursuant to 7(1)(b) of FOIA, which provides that public bodies may redact information that is considered private.  5 ILCS 2(c-5) of FOIA defines private information as follows:
"Private information" means unique identifiers, including a person's social security number, driver's license number, employee identification number, biometric identifiers, personal financial information, passwords or other access codes, medical records, home or personal telephone numbers and email addresses.  Private information also includes home address and personal license plates, except as otherwise provided by law or when compiled without possibility of attribution to any person.
The caller's name has been redacted pursuant to 5 ILCS 140/7 (1)(d)(iv) of FOIA. 5 ILCS 140/7 (1)(d)(iv) of FOIA protects caller identity and exempts from disclosure information that could (iv) unavoidably disclose the identity of a confidential source, confidential information furnished only by the confidential source, or persons who file complaints with or provide information to administrative, investigative, law enforcement, or penal agencies. L.E.A.D.S. (Law Enforcement Automated Data System – Federal and/or State registration) responses have been redacted pursuant to 7(1)(a) which allows for a public body to redact; (a) information specifically prohibited from disclosure by Federal or State Law or rules and regulations implementing Federal or State Law. Be advised that L.E.A.D.S. hit responses can include but is not limited to the following: warrant numbers, license plate numbers, addresses, names and vehicle identification numbers. LEADS Information The Illinois Administrative Code provides that information from the Law Enforcement Agencies Data System (LEADS) "shall not be disseminated to any individual or organization that is not legally authorized to have access to the information." 20 Ill. Adm. Code 1240.80(d). Additionally, L.E.A.D.S. hit responses, names, phone numbers, unique identifiers, addresses and license plate/driver's license numbers have been redacted pursuant to 5 ILCS 140/7(1) (c) which authorizes a public body to redact:
Personal information contained within public records, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy, unless the disclosure is consented to in writing by the individual subjects of the information. "Unwarranted invasion of personal privacy" means the disclosure of information that is highly personal or objectionable to a reasonable person and in which the subject's right to privacy outweighs any legitimate public interest in obtaining the information.
