Pursuant to the Florida Sunshine Law, I hereby request the following records:

1. A copy of any records generated or received pursuant to any policy concerning challenges to curricular, instructional, or library materials.

2. A copy of any complaints (including informal complaints), and any records generated as a result of the complaints, where the complaint led to a change in status of any book or material in a school library.

3. A copy of any current policy concerning challenges to curricular, instructional, or library materials.

4. A copy of any public records requests received concerning books, library materials, or curricular materials and any records produced in response to the request.

This request is limited to records generated on or after January 1, 2021.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Good afternoon Adam,

Records has contacted our office asking if you could narrow the scope of your request, as it is extremely broad and any fees associated could be cost and time prohibitive. For example, a preliminary search of emails identified approximately 4.2 million items. If we hypothesize that each email is one single page (when most times they are not and can also include attachments), we would use the below method to calculate a cost estimate:

4,204,466 pages @200 pages per hour is 21,022.33 hours - emails are converted into pdf format/pages (making it possible for us to review/redact)
21,022.33 hours @$21.13 per hour is $444,201.83

Please note that the amount would possibly be higher if there are multiple pages, attachments, and would only include emails. Any other documents identified would increase any estimate provided. Please let me know how you would like to proceed.

My apologies for not responding earlier.

Is there a way to search for records that does not involve an attempt to conduct a broad search of email? The other districts that have responded to this request have been able to conduct searches without cost, presumably by making inquiries of the persons most likely to know of the existence of records (e.g., those who are assigned particular responsibilities under district policy). I don't think a search of email in this manner is reasonably calculated to identify responsive records, given both that the request is only to ascertain whether there have been any book challenges in the district in a limited period and that the fee quoted to meet that narrow request is nearly half a million dollars.
