This will respond to the referenced request. The request is improper in that it does not request a government record. Rather, it requests "hospitals." Therefore, the government records law obliges me to deny the request.

Without waiving this objection, and in an effort to assist you, I advise you that, as the original request describes a "violation of ... law" by a hospital, if you would like to submit a narrow request that identifies the particular government record sought, you may want to submit such a request to the custodian of records for the Division of Certificate of Need and Licensing, which exercises hospital licensure jurisdiction. You may submit a request to that custodian through the website here: http://www.nj.gov/health/opra/requests/#5. The custodian of the Office of Management and Administration does not hold hospital licensing records.
