Pursuant to the California Public Records Act, I hereby request the following records:

The full timeseries of COVID-19 cases by day for all of the ZIP Codes tracked by the county. The county dashboard now only provides the latest values. I would like the numbers for each day, going back as far as is tracked by the county.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The County of Santa Clara has received your November 9, 2020 records request for "[t]he full timeseries of COVID-19 cases by day for all of the ZIP Codes tracked by the county," "for each day, going back as far as is tracked by the county." The County has designated the Office of the County Counsel as the office responsible for receiving and coordinating public record requests, and as such, I am providing a response to your request.

Maps showing case rate (as well as testing and positivity rates) by city and zip code can be found on the County Public Health Department's COVID-19 Dashboard, which is available here: https://www.sccgov.org/sites/covid19/Pages/dashboard-time-series.aspx. The maps are summarized in three-week time periods to provide information about changes in these metrics in different areas of the county over time. This completes the County's response to your request.

Based on what I see on the data portal, this data is not responsive to my request. I ask that your reconsider what you've released, correct my perception of what I see, or consider this email a formal appeal.

I requested:

The data on the portal I see is at this link

It does not appear to include data for "each day" as I requested, but instead date released an interval of several weeks at a time. As you county's data totals update daily, I expected that a daily database of case counts by ZIP Codes is stored within your system. I reiterate my request that it be release.

Mr. Welsh,

To protect against identification of individuals who have tested positive for COVID-19, the County only releases counts of 11 or more for any group (geographic, demographic, etc.), and for groups of 1,000 people or more (e.g., even if there were 13 cases in a zip code with <1,000 people, the County cannot release that count). For that reason, daily counts by zip code contain a tremendous amount of masked data. As a result, the County releases data over three week periods of time so that less of the data is masked. If you would still like the daily data, even with more than a majority of the data masked, please let me know.
