Pursuant to the New York State Freedom of Information Law (1977 N.Y. Laws ch. 933), I hereby request the following records:

-- Contract(s) or intent(s) to award contract(s) between the Office of the Comptroller, or the city, and Bloomberg Finance L.P. for "Bloomberg terminals" dated from January 1, 2014 through the date when this request is processed.
-- Communication between representatives or employees of the Office of the Comptroller and representatives or employees of Bloomberg Finance L.P. regarding Bloomberg terminals, dated from January 1, 2014 through the date when this request is processed. Communications include letters, emails, memoranda, and/or other messages.

In order to have this request fulfilled in a timely matter, I am willing to limit my request to clearly releasable portions of the requested documents. I reserve the right, however, to submit a new request if I am not satisfied with your response.

The news that the Office of the Comptroller intends to purchase the service from Bloomberg Finance L.P. was published online on April 28, 2014 here: http://www.capitalnewyork.com/article/city-hall/2014/04/8544431/stringer-order-bloomberg-terminals

I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.
