1) The names of agencies and organizations with which the Agency shares ALPR data;
2) The names of agencies and organizations from which the Agency receives ALPR data;
3) The names of agencies and organizations with which the Agency shares “hot list” information;
4) The names of agencies and organizations from which the Agency receives “hot list” information;
5) The number of times in which vehicle license plate data has been collected from "Valley Fair" mall properties, including Westfield Valley Fair (2855 Stevens Creek Blvd, Santa Clara, CA 95050) and all other locations from 2018 forward;
6) The number of times in which vehicle license plate data has been collected from private party ALPR-capable recording devices from 2018 forward;
7) The reasons provided for collection of vehicle license plate data, when it has been collected from private parties from 2018 forward;
8) All current and previous APLR reader mount locations. (For example: "Police Vehicles, Fire Trucks, Intersection Traffic Cameras") from 2018 forward;
9) The number of "non-traditional mounts" (such as "garbage trucks", or other "utility vehicles") and aggregate detections and "hits" from these mounts during the timeframe of 2018 forward;

Part B: Information Related to Numbers of “Detections” (plate scans) and “Hits” (plate scans that matched to a hotlist)

10) The aggregate number of detections collected during 2018;
11) The aggregate number of “hits” during 2018;
12) The aggregate number of detections collected during 2019;
13) The aggregate number of “hits” during 2019.
14) The aggregate number of detections collected during 2020;
15) The aggregate number of “hits” during 2020.

For items 1-4: This information is easily available within the Agency’s Vigilant Solutions LEARN system. The simplest way to extract this data is to generate an “Agency Data Sharing Report” PDF file from within LEARN. To do this, a user may simply go to the “Sharing” section of LEARN and select “Output Report.” A CSV/XLS file containing these records would also satisfy this request. For items 10-15: This information is easily available within the Agency’s Vigilant Solutions LEARN system. The simplest way to extract this data is to generate a “Dashboard Hit Ratio Report” PDF file from within LEARN. We would prefer the data for each year to be provided separately. Hello,

I forwarded your request on to the Police Department and you should have received a response directly from them. Just in case, while they were unable to find specific records that have the information you have requested, we can answer some of your questions.

For Part A 1-4, the Police Department has no data sharing agreements or any specific lists of agencies with which we share "hot list" information.

For request 5, the Police Department has not collected vehicle license plate information from Valley Fair Mall in Santa Clara or San Jose or any other Westfield properties.

For request 6-7, the Police Department has not collected any license plate information from private ALPR devices.

For request 8, two police vehicles are equipped with VLPR technology.

For request 9, the City has no non-traditional VLPR technology.

For Part B, 10, the aggregate number of detections in 2018 was 337,952
For request 11, the aggregate number of hits in 2018 was 186
For request 12, the aggregate number of detections in 2019 was 62,655
For request 13, the aggregate number of hits in 2019 was 52
For request 14-15, there were no detections or hits in 2020.
