To Whom It May Concern:

Pursuant to the Alabama Open Records Law, I hereby request the following records:

In response to an open records request from the University of South Alabama, I received a set of emails which included the attached screenshot. The screenshot contains the following language: "The ShotSpotter Investigate (Comprehensive Case Management System) and the community impact an engagement team would like to tour The Gulf Coast Technology Center and meet the Hospital and Mental health key stakeholder/partners to learn more About operation echo stop, the regional intelligence operation, data sharing and ‘cooperation between Florida, Georgia, and Mississippi. And to learn more about how you'd like to share information more efficiently in the future between all parties to more effectively reduce crime and deploy social, economic, and health resources to those areas and families in most need."

I request all data sharing agreements between the Gulf Coast Technology Center, housed by the Mobile Police Department, and the partners alluded to who are located in Florida, Georgia, and Mississippi, as referenced in the attached email screenshot.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hello,

We understand that under Alabama's Open Records Act(§ 36-1 2-40, Ala. Code 1975), an out-of-state entity, does not have standing to inspect public records under the Law. Op. Att'y Gen. 30 (2018)

However, this request was submitted by Andre Natta, an Alabama citizen and resident. Mr. Natta has provided proof of residency in the form of a state ID. Mr. Natta has chosen to use MuckRock to manage his requests to this agency and we believe that he has the right to use a third party service (in this case MuckRock) to manage and track public records requests.

We ask that you kindly reconsider this rejection and provide the materials that he has requested.
