Pursuant to the The Missouri Sunshine Law, I hereby request the following records:

I am requesting copies of public records regarding the public funding of commercial drivers' license training programs from 01/01/2018 to 12/31/2022. These programs are designed to prepare students to meet the qualifications to become a qualified entry-level commercial truck driver. Funds for these programs were made available through the Workforce Innovation and Opportunity Act.

Specifically, I request information regarding the following:
- Budget documents for the full date range noted above, including planning documents, proposals, and research reports
- Spending reports
- Communications, including internal emails, press releases, and meeting notes and transcripts, that include the phrase "commercial drivers' license"

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 3 business days, as the statute requires.

Thank you for your request for documents from the Missouri Department of Transportation dated 09/26/2023.

In our effort to respond as quickly as possible to requests for documents, we have specifically identified many documents that can be released immediately.  If the documents you have requested are on that list, your request has been sent to that location where that file is kept and you will receive the information very quickly.

However, the Open Records statutes provide some instances where records should be closed; therefore, if the documents you have requested have not been predetermined to be Open Records, your request is currently being reviewed to see if litigation or statutory provisions require the records to be closed.  Should that be the case, we will promptly advise you citing the reason for closure and the specific provisions of the law under which access is denied.

Because we are a decentralized agency with records being retained both in our central office here in Jefferson City and in our seven district offices located throughout the state, we anticipate that reviewing your request to determine if the records are open and locating and copying the records could take as long as fifteen working days.  I want to assure you, however, that the process we use is an electronic one, and in many cases we are able to send the documents in a shorter period of time.  Should we find that we will not be able to get the records to you within fifteen working days, we will contact you again to tell you the reason for the delay.

While we generally waive all costs for requests that involve little search and few copies, we do ask, in keeping with the statutes, that where time involved in locating the records and the volume of information is not minimal, that you pay only the actual costs involved.  You will be notified of the estimated charges prior to the expense being incurred.

The department has reviewed your request.  After a thorough search of the Commission’s records, I have been advised that no documents were located in satisfaction of your request.  MoDOT Motor Carrier Services Division does not administer commercial drivers' license training programs.
All fees associated with this request have been waived and this request is now closed.
