"On August 7, 2023, the custodian of records of the Missouri Department of Elementary and Secondary Education (DESE) received your request for public records. Your request is as follows:

Historical licensing data for all licensed child care providers (active and closed) that were open anytime from 1/1/19-present:

• Provider name or ID

• Provider address

• Latest license issue date and expiration date

• First license issue date

• Any additional provider data that your agency collects

We are in the process of reviewing your request to locate and preliminarily identify what records we maintain that may be responsive. We estimate this process will take no more than 10 business days, meaning that we will be able to provide the time and cost estimate no later than August 24, 2023. This time frame is based on the size of this request, number of outstanding requests, and current office responsibilities. Once it is complete, we will contact you with a time and cost estimate for your request, pursuant to § 610.026, RSMo.

Please be aware that to the extent information contained within the records is considered closed and/or confidential, it will be redacted pursuant to § 610.021, RSMo, and any other applicable state or federal law.

If electronic records from before 1/1/19 are available, I’d be happy to collect them as well.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

I am following up to our email to you of August 10, 2023.

We do not have an existing record to provide to you that has the information you seek set forth, so for the purposes of providing access to records under Missouri’s open records law, we do not have anything to give you. However, information on active child care centers can be found free of charge at this site: https://healthapps.dhss.mo.gov/childcaresearch/. <https://healthapps.dhss.mo.gov/childcaresearch/.%20>

Information on closed facilities are not on that site. If you want us to put together a report for you on closed facilities, the estimated cost to provide access to these records is $14.85 (.5 hours at $29.70 per hour) pursuant to § 610.026.1(2), RSMo.

Should you wish to go forward, please send a check payable to the Treasurer, State of Missouri, and mail it to Governmental Affairs, Department of Elementary and Secondary Education, P.O. Box 480, Jefferson City, MO 65102. Once we receive payment, we estimate that the earliest that you can expect to receive these records is 10 business days. In other words, if we were to receive payment for your request today, we estimate that the earliest you can expect to receive access to these records is September 8, 2023.
