Dear Mrs. Miller,
This notice is issued in response to your request, legally received by the Michigan Department of Health and Human Services (Department) on August 02, 2021, requesting information under the Freedom of Information Act (FOIA), MCL 15.231 et seq.
Your request is granted as to existing nonexempt records.
The Department has estimated the cost for searching, retrieval, and review of the requested records and separation of exempt and nonexempt information. The estimated cost of your FOIA request as well as the required deposit is stated in the invoice located in the MDHHS Public Records Center, where you may pay your invoice and deposit online. Upon payment of the deposit the Department will process your request. The required deposit must be received within 48 days from the date of this communication; otherwise, your request will be considered abandoned.
The Department’s best effort estimate for time to complete your request is thirty business days from the date the deposit is received. Once your FOIA request has been processed the Department will send you a final invoice, which may be more or less than the estimate. Payment must be received in full before records will be provided.

Hello,
Thank you for your invoice of $1,285.43. That is too a steep of a fee for the average citizen, in my opinion.
I will file a separate request for the completed report that was submitted by the committee instead and see where that gets me.

Following up on this again, it appears that at least part of the information I requested is already available online directly from the State of Michigan.
It would be good for your agency to inform requesters in situations where all or part of the information they've requested has already been made available to them by the State, or has already been completed as part of another request.

Right, that's what I was responding to (H012435-080121).
It seems that a portion of the information I requested was already provided to at least one news outlet last year (I found it yesterday, linked in an article from around that time, which is why I sent over the link to the nursing home report submitted by the committee): [ https://www.michigan.gov/documents/coronavirus/Nursing_Home_Final_Report_701082_7.pdf ] and noted that MDHHS should make requesters aware when requested documents have already been made publicly available. (I think you're required to do that?)
Since the report was not provided to me in your response, I hope the report was not mistakenly included in the $1,285.43 invoice you sent me. Can you please confirm?

Following up on this, please feel free to withdraw this request. Because the requested report had previously been made available to another news outlet and is presently available via the Michigan.gov website, the information contained within the report should be sufficient for my needs at this time.
