Any and all contracts (as well as all associated amendments, exhibits, and materials), memorandums of understanding, and other equivalent agreements entered into by this agency with Geofeedia LLC or any other social media surveillance software or equipment company (including but not limited to Brightplaent, Geofeedia, Intrado Inc, LifeRaft, Magnet Forensics, Media Sonar, Signal Corporation, and ZeroFOX). Responsive materials should include but not be limited to:

• the initial Invitation to Bid, Request for Proposal, or equivalent call for contractors
• the responsive materials provided by the winning bidder
• other bidder responses
• the current contract
• all exhibits
• all amendments
• all performance work statements
• all deliverables inventories
• all invoices related to the deliverance of software, services, or goods

Please also include:
• all policies related to the acquisition and use of social media use and surveillance by individual officers and representatives of this agency

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

I am writing in response to your Freedom of Information Act request
directed to the University of Michigan Division of Public Safety and
Security dated April 9, 2024, which was received on April 10, 2024.

You requested:

surveillance software or equipment company (including but not limited to

Due to the amount of time estimated to search for responsive records
related to the vendors listed in your request and examine, copy, and review
to separate exempt from nonexempt records within the scope of your request,
production of responsive nonexempt records will result in unreasonably high
costs for the University, therefore we will need to require a fee deposit
as described below.

It is estimated that the cost to respond to your request as described above
is $808, as detailed in the FOIA fee estimate itemization form below. Please
note that we will not know until we perform the search for records whether
responsive records exist for all items or vendors listed in your
request. Pursuant
to Section 4 (8) of the Michigan Freedom of Information Act, “the public
body may require a good-faith deposit from the person requesting
information before providing the public records to the requester if the
entire fee estimate or charge authorized under this section exceeds $50.00,
based on a good-faith calculation of the total fee… [T]he deposit shall not
exceed ½ of the total estimated fee.”

If you would like us to proceed with the search for, examination,
duplication, review, and deletion and separation of exempt from nonexempt
material, please send a check or money order for $404 made payable to the
University of Michigan, to Margaret Gonzales, Ruthven Bldg. Suite 3300,
1109 Geddes Ave., Ann Arbor, Michigan 48109-1079. *Please include the FOIA
file number noted above with your remittance*. Note that we are able to
collect as a deposit only ½ of the estimated fee as requested above. If you
send a deposit for a greater amount it will be returned to you with a
request for a replacement check in the amount of $404.

We estimate that we will complete the response to your request within 120
business days from the date of receipt of your deposit. This time frame
estimate is provided pursuant to Section 4 (8) of the Act, and is a
nonbinding good faith estimate. After we have completed the response, we
will notify you of the balance due, and will provide the nonexempt records
upon receipt of the balance.

Pursuant to Section 4 (14) of the Michigan Freedom of Information Act, if
we do not receive your deposit within 45 days from receipt of this notice,
your request shall be considered abandoned and the University is no longer
required to fulfill the request. Notice of a deposit requirement is
considered received 3 days after it is sent. Therefore, your deposit must
be received by the University within 48 days of today’s date, by June 18,
2024.

seeking and a time period for the records. Upon receipt of additional
information that will enable us to find responsive records, we will be
