Hi Ms. Miller,
You already have access to all of this information in your Records Center in GovQA under each of these requests. Much of this information (such as all the notices) would have to be cut and pasted into another document since they were created in GovQA  and there is no way to download them. FOIA does not require us to create a new document per MCL 15.233(4), (5).
Thanks,
Ruth O'Connor

RE: Public Records Request, Reference # H011826-060621

Dear Mrs. Miller,

This notice is issued in response to your request, legally received by the Michigan Department of Health and Human Services (Department) on June 07, 2021, requesting information under the Freedom of Information Act (FOIA), MCL 15.231 et seq.

Your request is granted. You can login to your FOIA Records Center to access the responsive records. Much of this information (such as all the notices) would have to be cut and pasted into another document since they were created in GovQA and FOIA does not require us to create a new document per MCL 15.233(4), (5). The Department has identified and included the responsive information falling within the scope of your request. To the best of the Department’s knowledge, information, and belief, these are all the records in the possession of the Department falling within the scope of your request. The Department’s FOIA policies and procedures are available at Policies and Procedures. Hi Mr. O'Connor,

As mentioned in the language of my request, the responsive documents related to this FOIA request will be made available to the general public on the Muckrock.com website. The requested documents are not for my personal use, but are rather in the public interest given the content of the requested documents.

Because the general public does not already have access to most of the requested information (including request invoices, message histories, etc.), this request should be granted.

Thanks,

Erin

Hi Ms. O'Connor,

Unfortunately, I am unable to access the responsive documents related to this request via the MuckRock system using the link you sent. They seem to have been delivered to a MDHHS portal account registered under a different email address than the one from which this FOIA request originated.

Can you please send the responsive documents via the MuckRock system, to the email from which the FOIA request actually originated?

Like I mentioned in my earlier message, this request was not made from my personal email address and is not intended for my own personal access or use. This request was made via the MuckRock system, and the responsive documents are intended to be included on the MuckRock.com website. That said, the responsive documents should be delivered to the appropriate requester (in this case, via the MuckRock system) -- not my personal email address, and not my personal portal in the MDHHS FOIA system.

Thank you.

I didn't send any link for this request.

Following up on this, I was finally able to log in to the portal to view this request. However, it seems that no documents were attached to this request in the MDHHS portal, despite the request being granted.

Can you please double check and confirm that the responsive documents are available in the portal?

On 6/15/2021, you wrote, "Your request is granted. You can login to your FOIA Records Center to access the responsive records. I logged in to the FOIA Records Center portal to access the responsive records as directed. However, upon logging in, there are no records there. This request does not require MDHHS to cut and paste anything. In the MDHHS FOIA Center portal, all of the requested records (including the message history for each request) are available as a PDF that can be prepared automatically and downloaded with one click -- there is no need to copy and paste anything like you suggested.

Since there are no records to be found related to this request in the MDHHS FOIA portal, despite the agency's affirmation that they are there, can you please go back in and add the requested records to the portal under this request?

Thank you!

From: Michigan Department of Health and Human Services

The request was granted because you already have access to all of this in GovQA under your records center under each FOIA request. If you want to make this available to others, you can cut and paste/copy and paste it into another document which is exactly what we would have to do-create a document that doesn't exist currently. The FOIA does not require the public body to create a new record or make a compilation, summary, or report of information. MCL 15.233(4),(5).

Thank you.

The request was granted because you already have access to these records in GovQA. In the FOIA requests in GovQA on my end there is no pdf. I would have to create a way to download the records and/ or copy and paste sections. GovQA gives the requestor the pdf version for you do be able to download since the requestor is the one requesting the records.
