Pursuant to the California Public Records Act, I hereby request the following records:

1. The total number of sheriff's deputy use of force incidents, broken down by type of force used, between 2013-2018 (separated by year).
2. The total number of people that deputies used force against, between 2013-2018 (separated by year).
3. The total number of use of force complaints reported between 2013-2018 (separated by year).
4. The total number of use of force complaints sustained between 2013-2018 (separated by year).
5. The policy manual of the sheriff's department.
6. The current union contract between the city and any sheriff's deputy/police officer unions.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

I am responding to the Public Records Act request that you sent to the Mendocino County Sheriff's Office on June 3, 2018. I will address the items in your request individually as follows.

1. The Sheriff Offices does not have the data that you are requesting. The only way to get this data would be to review every individual report narrative during the time period in question. However, the Sheriff's Office is looking to see whether there is a way to identify data associated with some uses of force.

3. The information responsive to this request is as follows:

4. The Sheriff's Office needs clarification regarding this item of your request. It is not clear from your request what you mean by "sustained". Can you please clarify?
5. In the next week or so updated to a number of policies in the Sheriff's Office Policy Manual will occur. Would you agree to wait until those update are finalized? If not, I can provide you the current manual as of today but it will take a little while because I have to piece together two different manuals to have all current policies.

With regard to item 1 of you request, as noted previously the Sheriff's Office does not have the data request. The closest data that could be provided would be numbers related to types of crimes in which force is commonly used. However this would not be an accurate representation of the number of use of force incident. This information can be provided to you if you would like.

Additionally, the Sheriff's Office expects to be able to provide the policies that you have requested shortly.
