Pursuant to the Massachusetts Public Records Law, I hereby request the following records:

All school-submitted written reports of restraint required under 603 CMR 46.06(4), 603 CMR 46.06(2), and 603 CMR 46.06(8) for Uxbridge Schools, including Taft Elementary School, McCloskey Middle School, and Uxbridge High School from January 1, 2004 to the day this request is processed. If any additional actions were recommended by the department for specific incidents pursuant to 603 CMR 46.06(7), please include these as well.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Hi Mr. Salzberg, The only records we have of restraints in Uxbridge were during the 2016-17 and 2017-18 school years. However, in both years, fewer than six students were restrained at the schools in question (or the number of injuries to staff or students was between 1 and 5). That’s indicated on this web page: . With respect to your request for “school-submitted written reports of restraint”, we have one paper record from the 2016-17 school year, but we cannot share details of that for the same reason that we suppress data when only a small number of students are involved: student privacy. From 2017-18 on, schools have submitted restraint data through an online reporting tool. The tool captures information about the student restrained, the type of restraint, the circumstances around the restraint, and who was involved, but again, because there were so few restraints in Uxbridge and because we must protect student privacy, we are not sharing more details on those restraints. I understand that protecting student privacy is paramount for this kind of data, and my goal isn't to gain student information but information about the schools and how often they handle restraint and isolation cases. Would it be possible to receive the written/online restraint reports with any sensitive information (i.e. names of students) redacted?
