As a researcher with the nonprofit U.S. Public Interest Research Group (PIRG) in partnership with MASSPIRG (Massachusetts PIRG), I hereby request the following records:

Documents that relate to the budget for and expenditures, purchases and disbursements for Google Chromebook laptops among all school districts you oversee which have kept such records in the most recently available budget. I’d appreciate the total funds spent procuring Chromebooks, how many Chromebooks were procured, the expected lifecycle of these devices (i.e. how many years the devices are projected to be in use before refreshed with new models), any direct maintenance costs (i.e. funds spent on buying spare parts, paying for repairs, replacing chargers, buying management or security licenses), as well as any funds received for selling or recycling decommissioned Chromebooks.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

The Office of District and School Finance at DESE does not collect data that relates to, "the budget for and expenditures, purchases and disbursements for Google Chromebook laptops among all school districts you oversee which have kept such records in the most recently available budget. I’d appreciate the total funds spent procuring Chromebooks, how many Chromebooks were procured, the expected lifecycle of these devices (i.e. how many years the devices are projected to be in use before refreshed with new models), any direct maintenance costs (i.e. funds spent on buying spare parts, paying for repairs, replacing chargers, buying management or security licenses), as well as any funds received for selling or recycling decommissioned Chromebooks."
I'm not aware of any other units at the agency that collect any of this information either, but I'll let you know if I learn otherwise.

Thanks for looking into this Rob. Are such records not available because records are not kept of the specific models of educational technology purchased or because no records of ed tech purchases are kept?

Dear Lucas Gutterman,
We don't collect detailed data on ed tech purchases at the level that you've requested. We collect data on total district expenditures on student and staff devices, but do not collect data on type or quantity of devices purchased, expected life cycle, or specific costs related to maintaining these devices, etc. You can find what data we do have posted on our website here: https://www.doe.mass.edu/finance/statistics/per-pupil-exp.html.
