Pursuant to the Maine Freedom of Access Act, I hereby request the following records:

All documents, related in whole or in part, to the death and death investigation of Elena Jasmir Lozada, born 11/26/1985.

Elena’s last communication with her family was on 7/5/2010 and was later reported missing by her mother Carrie Cronkite to the Portland Police Department. In April of the following year (2011) her remains were discovered in Northport, ME.

In addition I am requesting any pertinent information relating to any publicly named persons of interest, including but not limited to Nathan Mincher of Saco, ME.

In order to help to determine my status to assess fees, you should know that I am an individual seeking information for personal use and not for a commercial use. Elena was my best friend, and I am merely trying to gain a firm understanding of the truth.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by 1 M.R.S.A. § 408(6). The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, and is not made for commercial usage.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically by e-mail attachment.
