To Whom It May Concern:

Pursuant to the Maine Freedom of Access Act, I hereby request the following records:

All emails sent to, from, or copied to Councilor Holly C. Lasagna from April 1, 2019 to Present Day containing any of the following non-case-sensitive key-strings: "EB-5" or "USCIS".

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by 1 M.R.S.A. § 408(6). The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 5 business days, as the statute requires.

Good afternoon,

Thank you for your request (below). The City is happy to assist you in obtaining any records that the City possesses and which fall within the scope of the Freedom of Access Act. However, I also want to make you aware that the Act does not require the City to create records that do not exist, or to provide materials that are exempt under the Act.

I will be happy to search the City records to determine whether responsive items may exist. The law provides up to 1 hour of search time at no cost to you, and I am happy to do that on your behalf. At the end of that hour, I will have a better estimate of how much additional time it may take to compile records if responsive materials exist. At that time, I will provide you with an estimate of how much additional research time we anticipate this will cost, and I will advise you whether you will be asked to pay for any additional costs for assembly or copying. Additional time beyond the first hour will be billed to you at the rate of $15 per hour as permitted by Maine law.

Kindly confirm that you wish to proceed, and I will conduct the initial survey of whether responsive records are available.
