Pursuant to the Texas Public Information Act, I hereby request the following records:

Thank you for your attention to our request. I am writing to request payroll records (for all employees of your institution) from 1984 to 2022. The information I am looking for is nonpersonal (ie: Name, campus, title, rate of pay, job description and date of hire). We would like disaggregated figures, not aggregated. To assist in this process, I have listed with more specificity, the information we are looking for:

Annual Non Personal Payroll records including the following fields:
Name (first and last)
Email
Title
Rate of pay (base pay, other pay, overtime pay, benefits, and total annual pay)
Job description
Date of hire
If the institution has a system of categorizing employees please include their categorization and corresponding codebook if relevant.
Department and/or Area and/or Office

To the extent any of these records may not exist or may not be disclosed, please disclose any segregable parts of relevant documents.

Please note that this request does not seek a search of faculty or student email accounts or records. These requests should in no way be construed to include a review or search of email accounts, websites, or other forms of data or document retention which are controlled by students, alumni, or faculty members, nor by governmental or advisory bodies controlled by the same, except insofar as any such individuals also serve in an administrative capacity and the records were created or are held by the individual in that capacity. Any search should be limited to documents held by the administration and/or its staff members, including records created or maintained by persons acting in the capacity of administrators or staff members.

This request is made on behalf of the Foundation for Individual Rights and Expression, a nonprofit and nonpartisan organization that aims to defend and sustain the individual rights of all Americans to free speech and free thought. This request concerns a matter of public interest. The records are sought for the purpose of quantifying growth in higher education administration. They are ultimately part of a project to research and educate the public about the makeup of administrators in higher education.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Texas Tech University (TTU) is in receipt of your Texas Public Information Act request attached. However, TTU seeks to discuss with you how the scope of your request might be narrowed and/or clarified pursuant to Texas Government Code § 552.222(b). TTU requests that you narrow or clarify the scope of your request as follows:

1. Your request for 38 years' worth of records is going to take an extremely long time to gather. Due to the timeframe of the request, some of the information may not even be electronically available and would have to be manually pulled from boxes. The amount of time to pull this much information will result in significant costs to you. However, if you were to narrow the timeframe of your request (generally, only 3-5 years of information is readily available) or provide a specific person or department you are seeking information about, then we may be able to provide this to you at a lower cost.

Please simply respond to this request and let us know if you are willing to narrow/clarify the scope of your request in the manner suggested or in some other manner. Please note that we may be required to send some information to the Texas Attorney General for review prior to release. That process could take 2-3 months. TTU is required to inform you that if you do not respond to this request for narrowing/clarification within 61 days from the date of this request, your request will be considered withdrawn.
