Amazon HQ2 Bid - Finalist

To Whom It May Concern:

Pursuant to the Virginia Freedom of Information Act, I hereby request the following records:

• A copy of the bid submitted in response to Amazon's request for proposals for the site of its second headquarters — document(s) which would have been sent between September 1, 2017 through January 20, 2018 — and any supplemental materials provided to Amazon at the same time.

When I previously requested this document, you cited exemptions under the Virginia Freedom of Information Act Section 2.2-3705.6.3, which permits exclusion of “memoranda, working papers, or other information related to businesses that are considering locating or expanding in Virginia, prepared by a public body, where competition or bargaining is involved and where disclosure of such information would adversely affect the financial interest of the public body.”

However, now that Amazon has selected the sites of its second headquarters, there is no longer a competition, so the documents should be subject to public disclosure.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
