Pursuant to the California Public Records Act, I hereby request the following records:

Product brochures, Powerpoint presentations, memos, emails and other documents from technology contractor Cellebrite and its subsidiary Blackbag Technologies Inc. about their offerings. Such product documents may carry terminology/keywords/descriptions that include: "Digital Intelligence Solutions," "forensic acquisition," "UFED" and "digital investigations." This FOIA seeks marketing, training and other related materials produced by the contractor, Cellebrite/BlackBag Technologies, to explain/sell their product offerings/services to U.S. government national security and law enforcement agencies/offices between the years 2017 and 2020 (or date of review). Cellebrite and Blackbag Technologies products help customers access data on electronic devices, including for "Windows, macOS, iOS and Android-based" systems. Cellebrite acquired Blackbag Technologies in 2020; this requests individually asks for documents pertaining to either/both companies from both before and after the acquisition.

Cellebrite is an Israeli company that manufactures data extraction, transfer and analysis devices for cellular phones and mobile devices. The company is a subsidiary of Japan's Sun Corporation. Blackbag Technologies Inc., a U.S.-based Cellebrite company, provides forensic solutions for Windows, Mac, iPhone and Android devices.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 calendar days, as the statute requires.

A search of Department email records for this request resulted in 29,508 email messages in the system that are potentially responsive to your request.  Due to the amount of time it would take to review these emails and redact exempt information, the Department has determined that the request is unduly burdensome as interpreted in the "public interest" provision of Government Code Section 6255 of the California Public Records Act.  The courts have interpreted this provision to include an exemption where production of the requested documentation would be unduly burdensome to the public agency involved.  If you want the Department to continue working on this request, please contact the analyst assigned to your case no later than 29 June 2020 to attempt to narrow the scope of the search.  If you do not respond 29 June 2020 , your request will be closed; however, the request can be re-opened if you decide to work with the analyst to narrow the scope of the search.
