SOP, Special Orders, Training etc. for Investigations

Dear Christa Miller: The Public Records (PRA) division does NOT process Police Reports, Arrest Reports or Subpoenas. These requests must be submitted to the Information Management (IM) division: https://www.longbeach.gov/police/how-do-i/request-a-police-report/  The IM division report request helpline is (562) 570-7381. If your PRA requests such records, it will be closed upon receipt. Pursuant to California Government Code § 7922.535, staff will review your request and respond within 10 days to notify you if there are responsive records, or if an extension is necessary to determine if responsive records exist. If your request was received after business hours or on a weekend or holiday, the next business day will be considered the date of receipt. The 10-day response period starts with the first calendar day after the date of receipt (Ca. Civ. Code, § 10.).

Pursuant to the California Public Records Act, I hereby request the following records:

- All records of standard operating procedures, special orders, rescinded special orders, directives, memoranda, and protocols
- All training delivered to investigative personnel, including email, training documents, slide presentations, and other training documents

Pertaining to the following:

- Interviews of subjects with traumatic brain injuries (TBIs), mental illnesses, and/or impairment due to drug and/or alcohol use
- Cellular phone consent searches
- Call detail records requests
- Video surveillance camera evidence collection
- Social media investigations

Please limit these records to those in effect for the period ranging November 1, 2011 through December 31, 2013.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
