Pursuant to the Florida Sunshine Law, I hereby request the following records:

All internal communications (emails, text messages, or other memos between personnel) pertaining to: changes or modifications in enforcement practices, which encouraged or discouraged increases or decreases in citations issued, vehicle searches performed, arrests made, traffic stops, or other common enforcement measures. Also, internal communications which made or suggested adjustments in the level of policing activity in specific geographic areas of Tallahassee/Leon County. Finally, we also request communications between law enforcement departments that have jurisdiction over Tallahassee/Leon County that satisfy the previously mentioned criteria.

The requested documents will be made available to the general public, and this request is not being made for commercial purposes.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

provide records for these based
on a name search, as doing so would identify them by name.

Hello,
Is it possible to ask the requester of they have a certain time frame
on the request. I have
searched our email database and have found 374 emails (1520 pages)
regarding the
issuance of citations. Therefore, the estimated cost for this one item
is as follows:

1520 pages @ 100 pages per hour = 15.2 staff hours for research and
review.
15 staff hours at $21.42 per hour = $321.30

Note: This does not mean that the email to be searched contains the
requested item.

I have not yet searched for Traffic Stops, Vehicle Searches, and
Arrests.
Please advise.

I'm confused about the staff hours required for emails. Most agencies just send emails along, and only require staff hours for the logging of physical documents.

Hello,

I received a request for the following information:

1. Copy of all internal communications pertaining to changes or
modifications in enforcement practices which encourage or
discourage increases or decreases in citations issued.

2. Copy of all internal communications pertaining to changes or
modifications in enforcement practices which encourage or
discourage increases or decreases in vehicle searches.

3. Copy of all internal communications pertaining to changes or
modifications in enforcement practices which encourage or
discourage increases or decreases in arrests.

4. Copy of all internal communications pertaining to changes or
modifications in enforcement practices which encourage or
discourage increases or decreases in traffic stops.

I have not found any memorandums pertaining to the items
requested. Therefore, my other form of records to search are
emails. I was not given any specific time frame, therefore, I
have to search all emails. In searching for item #1 I have found
that we have 374 emails (1520 pages) pertaining to traffic citations.
I do not know if they are specifically what was requested, but to
find
out I have to review every page. We are required to respond to
the request and produce the records if they are available, but we
are entitled by statute to charge a research and review fee. Our
fee is $21.42 per hour at the rate of 100 pages per hour.

I am asking whether the requester would like to give me a time
frame to narrow the search and hopefully reduce the cost. The
request as is, is too large to send via email and will require a DVD.
I need the requester to tell me how to proceed. Payment will
be required before the work is completed. Do you wish for me
to find out how many records need reviewing by adding the other
three items above and giving you a full estimate? Or do you wish to
narrow the time frame of the request? For Item number 1 we
are already estimated at $321.30. The charge for the DVD is
$25.00.
