Your request lacks reasonable particularity pursuant to Indiana Code 5-14-3-3(a)(1). The Public Access Counselor has stated there are four criteria a public records request for emails must meet:

1. A named sender;

2. A named recipient;

3. A time frame of six months or less; and,

4. A particularized subject matter or set search terms.
See Opinion of the Indiana Public Access Counselor, 18-FC-63, citing 17-FC-52 (2017)

While your request meets the standards for items 3 and 4, your request for emails “Sent by an email address ending in "@adl.org" to any employee of the law enforcement agency to which this request is addressed, OR sent by an employee of the law enforcement agency to which this request is addressed to any "@adl.org" email address and/or any other employee of the town/city in which the law enforcement agency resides…” lacks reasonable particularity and is overly broad and burdensome.
Please consider revising and resubmitting your request to meet all search criteria.

Good afternoon, Ms. Young,

Thank you for revising your request; unfortunately, the city-county Information Service Agency (ISA), cannot search for just the Indianapolis Metropolitan Police Department (IMPD) as you’ve requested. ISA needs specific names in order to initiate a search for emails to anyone in IMPD from the @adl.org address, and I would just again point out that the sender and the receiver need to be named per the public access counselor.
