Pursuant to the Indiana Access to Public Records Act, I hereby request the following records:
A copy of any prepared remarks and presentations (including a written copy of the speech and any PowerPoint or other slides) given by Lt. Chuck Cohen to the Law Enforcement Technical Forum on March 2 or 3, 2010, in San Diego.
I also request that, if appropriate, fees be waived as I believe this request is in the public interest. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.
In the event that fees cannot be waived, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.
Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 7 business days, as the statute requires.

Dear Mr. Morisy,
Your request, as copied below, falls outside the three year record retention policy for training materials. As a courtesy I did check with Lt. Cohen to see if he had a copy of the record you requested. I used the occasion of your follow-up inquiry, time stamped today’s date at 0501 hours this morning to check with Lt. Cohen again, and he no longer has the material related to your inquiry.
Had the information been located, it likely would not have been deemed a public record as defined by Indiana’s Access to Public Records Act (APRA) since it was presented to a closed audience of law enforcement personnel. However, since the request falls outside of the State of Indiana records retention requirements, and Lt. Cohen no longer has the requested material, we are not able to conclusively make that determination.
Thus, the Indiana State Police does not have records responsive to your inquiry.
